Educational and Professional Experiences

       Dr. Fan holds a PhD in Education, with a major in Curriculum and Instruction (Mathematics Education) and a minor in Educational Administration, Policy and Institutional Study from the University of Chicago, Illinois, USA (1998), and an MSc in Mathematics Education and Mathematical History from East China Normal University, Shanghai, China (1989). He has taught mathematics and mathematics pedagogy both at school and university levels since 1981 when he finished his undergraduate study in mathematics at Ningbo Normal College (now Ningbo University), Zhejiang, China.

       Dr. Fan also obtained a G.Dip.B.A after he completed a Graduate Diploma in Business Administration programme (part-time) at SIM University (former Singapore Institute of Management) in 2005.

       Dr. Fan's other professional and academic experiences include developing school mathematics curriculum/textbooks as editor/editorial associate for the University of Chicago School Mathematics Project in the U.S. (1993-1998). After joining NIE in July 1998, he has been co-consultant for both primary and secondary mathematics textbooks (fifth edition for E-Math and seventh edition for A-Math) published by Shinglee Publishers in Singapore, editor-in-chief for a new series of China’s secondary mathematics textbooks, which have been published by Zhejiang Education Publishing House, and editor-in-chief for a new series of Singapore secondary school mathematics textbooks, New Express Mathematics, which are being published by Multimedia Publications. Dr. Fan was chief organizer of the Forum for All Chinese Mathematics Educators of the 9th International Congress on Mathematical Education (ICME-9) held in Tokyo, 2000, and chair of the organizing team for Discussion Group 14 on Mathematics Textbooks of the 10th International Congress on Mathematical Education (ICME-10) held in Copenhagen, 2004. Since 2000, he served on the International Programme Committee of the 13th International Commission on Mathematical Instruction (ICMI) Study on mathematics education in different cultural traditions. After having worked with a team of 15 colleagues for about 3 years, he recently completed as principal investigator a mathematics assessment project funded by the Ministry of Education of Singapore through the Center for Research in Pedagogy and Practice (CRPP), National Institute of Education.

       Currently, Dr. Fan is Associate Professor at the National Institute of Education, Nanyang Technological University. Besides teaching undergraduate and graduate courses and supervising master’s and doctoral students, he is also serving as chair of Graduate Work Committee of the Mathematics and Mathematics Education Academic Group of NIE, and as chief editor of The Mathematics Educator, an official publication of the Association of Mathematics Educators, Singapore.

       Dr. Fan is also editor-in-chief of International Journal of Mathematics Education: Policy and Practice, a newly established research journal published by Research India Publications, India. Since 2004, Dr. Fan has also served on the Editorial Board of Journal of Mathematics Education, published in Tianjin, China. He is also a member of the International Advisory Board of Research in Mathematics Education by Taylor and Francis, UK.


Research Interests

·        Learning and teaching of mathematics, particularly student assessment & alternative assessment;

·        Teacher professional development, particularly mathematics teachers' knowledge development;

·        Mathematics curriculum studies and textbook development;

·        Education policy and sociology, particularly in the area of educational expansion & teacher education;

·        Algorithmic polynomial algebra and its application in classical and computational mathematics.
